COURSE CONTENT / TIME LIMITS: Each home-study course consists of spending a minimum of 45 hours reading and studying the course textbook, taking the non-graded chapter review quizzes, and passing a final examination. The final examination can be taken a minimum of 18 days from the date the student has had access to the course materials. No two courses can be completed in less than five weeks. Students must spend a minimum of 2.5 weeks studying each course. The maximum time students have to complete a course is one year from the date of registration. If students fail the final examination, they can take an alternate final examination one time. However, students must wait a minimum of another 18 days studying the course materials before they can re-take the final examination. If students fail the final examination two times, they will need to re-enroll in the course and pay the enrollment fee. If at that time, we are still using the same edition of the textbook, students will not be required to purchase a duplicate edition of the textbook. Softech International, Inc. will deduct $16.50 from the enrollment fee. If, at the time of re-enrollment, we are using a more recent edition of the text, students will be required to pay the full enrollment fee and will receive the updated edition of the text.
FINAL EXAMINATION: The final exam is open-book and consists of 100 multiple choice questions. Students are allowed 2.5 hours to complete the final exam, and need to score a minimum of 60% to pass. Students will take the final exam on the internet and will be issued a unique username and password. Internet final exams can not be printed or downloaded and the exam will automatically time-out at 2.5 hours.Under no circumstances shall the final exam be furnished directly to the students.
COURSE COMPLETION CERTIFICATES / RECORDS:Course completion certificates will be issued immediately upon passing the final examination (to be printed by the student). Records of course completion certificates will be maintained indefinitely to allow students to receive a duplicate certificate if needed.
EVALUATION: The DRE has a course and instructor evaluation available on the lower right section of the homepage of their web-site at www.dre.ca.gov.

Private providers of pre-license statutory real estate courses must obtain course approval from the Department of Real Estate (DRE). As part of the approval process, the DRE reviews the course materials only. The DRE does not qualify the school or course provider. In addition, there is no regulatory oversight of private pre-license course providers who offer courses or programs costing $500 or less. For courses or programs over $500, qualification by the Bureau for Private Postsecondary and Vocational Education is required, in addition to DRE course approval. As a result, if a course provider offering a course costing $500 or less fails to deliver the educational course/program as represented, a student’s monetary remedy is to seek redress in Small Claims Court. Students are cautioned to fully understand the education course/program offered by the provider before enrolling or registering. Founded PureCarbon Co., a Sunnyvale company that develops software to help other companies manage job applications and employee retention, in 1999. Came to San Diego in 2003 to run Del Mar Database, serving small to medium lenders. Joined DataQuick in 2008.

John Walsh, president of MDA DataQuick in San Diego, in many ways commands the center of the real estate world. His 100 employees collect, vet and disseminate the sales and pricing information that industry experts use to analyze where the housing market stands and where it may be headed.
But the 49-year-old self-described “Marine brat” is no pasty-looking numbers cruncher. His favorite pastime is surfing, and his hobby is collecting Marvel Comics action figures. (He took the entire company to “Iron Man 2” on opening day.)
Still, as a veteran of lending and real estate for nearly 30 years, Walsh has a sense of where we’re headed — up from the abyss — and where we’re going — another boom and bust a decade or so into the future.
Ahead of the pricing data for April due this week, he sat down to describe how he collects this vital information and how consumers should use it.
QUESTION: What do your 100 employees do?
ANSWER: We have six different businesses. Half of the business is focused on the resale of data and analytics to national purchasers — real estate portals, national lenders, national insurance companies. The other half is focused on California and, specifically, Southern California. That has to do with supporting the real estate brokers community and local lending community.
QUESTION: Where do you get your data?
ANSWER: We are the largest independent compiler and provider of public-record data. We get our data largely in two fashions. There are a number of regional public-record compilers throughout the U.S., and in some cases we buy data from regional compilers. The other way is we compile it ourselves. We go through the assessor or recorder and get a file that has to be entered into a database, vet it and make sure it is accurate.
QUESTION: How about in San Diego?
ANSWER: We buy it from a compiler. When somebody else is already doing it, generally it’s less expensive. The value in our business is not in the original compilation of the data; it’s in cleansing, scrubbing the data over 30 years.
QUESTION: What is your view of the market from the number-crunching side? People seem captivated by numbers on real estate. What do you make of the flow of numbers?
ANSWER: Real estate is a local phenomenon, and the more local the data you’re looking at, the more accurate it’s going to be. One of the things lenders look at is home price indexes — how do prices change in a given market period over period? The problem with that is how do you define the market? Some of the HPIs that have been around the longest primarily look at the information at an MSA (metropolitan statistical area) level. But talking about San Diego as an MSA is almost completely meaningless. Houses in Solana Beach have performed and will in the future perform significantly differently in almost any economic environment than houses in Chula Vista. There are significantly different drivers (in each market). My recommendation to individuals is that what’s critical is looking at the most granular level possible.
QUESTION: So the overall numbers don’t tell you enough?
ANSWER: Absolutely not. Our data are a good way to approximate value. Clearly, our data doesn’t tell you anything about the condition of the home. We do have information that might give you an indication of condition — where it’s owner-occupied, whether it might have distress issues. When push comes to shove, what a house is going to sell for is based on quality. But more than anything else, it’s having a motivated buyer on the other side.
QUESTION: Of course, the problem recently has been the number of distressed properties for sale, and that makes it hard to know what a home is worth.
ANSWER: What we found is that the ratio (of distressed to nondistressed properties) got really bad in late 2006 and through about mid-2009. In California, it started to correct in late 2009, and it’s starting to look much better now. What that basically means is the amount of distressed properties relative to total sales is going down. Clearly, there are some areas like Chula Vista and eastern areas that are problematic; that’s fundamental. When you look at San Diego, San Diego is a microcosm of California. Coastal communities that have established properties did not generally see a rise in appreciation to the extent newer communities have that were built largely farther east. First, they already were very high-priced; second, in any given community, you had a percentage of people doing refinancing and new sales, but that was not an overwhelming percentage (in coastal areas).
QUESTION: Here we are in May 2010. What is your prognosis for the rest of the year in San Diego?
ANSWER: I think we’re seeing a general return to stable markets, and in some cases we’ll actually see some appreciation. This is on a very neighborhood-by-neighborhood basis. Anecdotally, we’re seeing people have multiple bids that tend to be on the low end. But we’re also seeing some of that in the more moderate end, as well.
QUESTION: What factors are most important?
ANSWER: The first is unemployment. If for some reason that continues to be as bad as it is, that could have a material impact. The second is the shadow inventory of REO properties (real estate owned by banks). The banks so far have been releasing REO inventories on the market at a fairly measured pace. … If that fundamentally changes, if for some reason they decide they want to push them out more quickly, that could have a significant impact. The third issue is interest rates. If we see the burgeoning federal deficit have a material increase on interest rates, that’s the last thing that could take my cautious optimism and turn it dramatically in a different direction.
QUESTION: Hasn’t this distress interrupted the “real estate ladder” of ever-rising homebuying? Many sellers are not moving up but losing their homes and renting instead.
ANSWER: For the first time in five or 10 years, there’s now the opportunity for the first-time buyer. I think the ladder got broken sometime between 2003 and 2006. If you’re a first-time homebuyer, you have a real opportunity to buy a home without going 2½ hours east (or north). So I would argue that the ladder is looking much better going forward.
QUESTION: We’ve had several ups and downs in the real estate cycle. Are we facing another one?
ANSWER: I think history will repeat itself — there’s no doubt in my mind that we are going to have a run-up. I just don’t know when. There are people in college and high school who will become lenders and real estate agents in five to 10 years, and they won’t remember this, and they’ll make the mistakes we did.
QUESTION: With all your access to real estate data, how successful have you been as a homebuyer over time?
ANSWER: I have been more lucky than good. I can’t say all this knowledge has made me a better homebuyer. The only thing I did in 2004-05 was I stepped on my impulse to buy more houses, and I’m very glad that I didn’t do that.

California Real Estate Broker License Requirements
Applicants for a real estate broker license examination must have successfully completed the following eight statutorily required college-level courses:
* Real Estate Practice
* Legal Aspects of Real Estate
* Real Estate Finance
* Real Estate Appraisal
* Real Estate Economics or Accounting
* And three* courses from the following group:
o Real Estate Principles
o Business Law
o Property Management
o Escrows
o Real Estate Office Administration
o Mortgage Loan Brokering and Lending
o Advanced Legal Aspects of Real Estate
o Advanced Real Estate Finance
o Advanced Real Estate Appraisal
o Computer Applications in Real Estate
o Common Interest Developments
* If both Real Estate Economics and Accounting are taken, only two courses from the above group are required.
Other Notes:
* Continuing education offerings do not satisfy the college-level course requirements for this examination.
* Applicants who submit evidence of having completed the eight statutory college-level courses required for the broker examination and license are eligible to take the salesperson examination without submitting further evidence of experience or education.
* Courses must be three semester-units or four quarter-units at the college level. Courses must be completed prior to being scheduled for an examination. Copies of official transcripts are generally acceptable evidence of completed courses. Transcripts of other courses, submitted as equivalent course of study in lieu of the statutory courses, must be accompanied by an official course or catalog description in order to be evaluated.
* Broker qualification courses must be completed at an institution of higher learning accredited by the Western Association of Schools and Colleges or by a comparable regional accrediting agency recognized by the United States Department of Education, or by a private real estate school which has had its courses approved by the California Real Estate Commissioner.
